Government has ‘named and shamed’ companies for breaching minimum wage rules

he Labour government has “named and shamed” 658 employers found to have breached UK minimum wage rules, with more than £4mn in unpaid wages returned to workers following a nationwide enforcement campaign.

The employers were ordered to repay approximately £4mn to more than 27,000 workers, while penalties totalling £7mn were imposed for breaches of National Minimum Wage legislation.

The government said it would publish lists of non-compliant employers more frequently, increasing pressure on businesses to correct payroll practices quickly and reinforcing its pledge to strengthen enforcement of legal pay requirements.

Business secretary Jonathan Reynolds said: “The best businesses know that looking after your workers isn’t just the right thing to do, it’s the smart thing to do, building the stronger, more successful businesses that drive growth in every postcode.”

He added: “Most employers already understand this, and I want to work with them to ensure they have every piece of guidance and support available to help them follow the rules.”

“Short-changing your staff isn’t a shortcut to success and we are determined to stamp it out.”

Kate Dearden, minister for the future of work, said: “Underpaying your staff is illegal, and we will not let workers foot the bill for their boss failing to follow the rules.”

She urged employers to review their payroll arrangements and seek guidance from Acas where necessary.

Among the highest-profile companies named was home improvement retailer B&Q, which was found to have underpaid £456,934 to 4,530 employees.

B&Q said the underpayments were not deliberate and resulted from errors in the calculation of geographical allowances, which are paid on top of minimum hourly rates.

A company spokesperson said: “The shortfalls in payments were unintentional. They relate to calculations involving geographical allowances which are paid in addition to minimum hourly rates.”

B&Q confirmed that all affected employees had received the outstanding amounts in full during July 2025.

The Trades Union Congress welcomed the publication of the list and said employers had little justification for failing to comply with statutory pay requirements.

TUC general secretary Paul Nowak said: “Bosses who fail to pay the minimum wage deserve to be named and shamed.

“There is no excuse for workers being cheated out of the minimum wage. It’s bad for workers, families and the economy Every pound taken from a worker’s pocket is a pound that could have been spent in local shops, cafes and high streets.”

The government’s latest enforcement action underlines its intention to increase scrutiny of employers at a time when businesses face rising wage costs and tighter labour-market regulation.

For companies, minimum wage compliance is becoming an increasingly significant operational issue, as mistakes involving allowances, deductions, payroll structures and working hours can result in both back-pay liabilities and financial penalties.

The government said more frequent publication of naming lists would provide an additional deterrent by increasing reputational pressure on businesses that breach the rules.

The scale of the latest enforcement action also illustrates the potential aggregate cost of payroll errors: while the £4mn in back pay is spread across more than 27,000 workers, employers faced a further £7mn in penalties.

For workers, the campaign provides a mechanism for recovering wages that should legally have been paid. For the government, it forms part of a wider effort to strengthen enforcement of employment rights and demonstrate that statutory pay protections will be backed by financial and reputational consequences.
