Russia and Iran have begun joint naval exercises in the Gulf of Oman and the northern Indian Ocean, signalling increased military coordination as tensions with the United States rise over potential action against Tehran.

The exercises were confirmed on Feb. 19 by Iranian Rear Admiral Hassan Maqsoudlou, who described the drills as aimed at “strengthening security and sustainable maritime cooperation.” He noted that the operations reflect both nations’ focus on the evolving regional situation.

The drills come amid reports that the U.S. Armed Forces have positioned warships near Iran and could potentially strike as early as Feb. 21.

While U.S. President Donald Trump has not publicly confirmed a final decision, CBS News has reported that military action remains under serious consideration.

Russian Involvement

Russia’s Defense Ministry confirmed on Feb. 18 that the Baltic Fleet corvette Stoyky participated in preliminary joint activities with Iranian naval forces ahead of the larger exercises. The vessel docked at Bandar Abbas on Iran’s southern coast, where the crew replenished supplies of fuel, water, and food, and took part in joint protocol events.

Earlier, Nikolai Patrushev, an aide to Russian President Vladimir Putin, noted that Russia, Iran, and China had deployed warships to the Strait of Hormuz for exercises named “Marine Security Belt 2026”, marking the eighth such drills since 2019, which Iran has led.

Context: U.S.-Iran Tensions

The naval drills occur as nuclear negotiations between Washington and Tehran continue. Talks held on Feb. 17 were reportedly followed by a two-week U.S. deadline for Iran to submit detailed proposals, according to Reuters.

U.S. officials have indicated that, if diplomacy fails, military action could target Iran’s leadership, government institutions, nuclear sites, and ballistic missile production facilities, CNN reported.

Growing Russia-Iran Cooperation

The exercises also highlight deepening military ties between Russia and Iran. Since the outbreak of the war in Ukraine, Tehran has supplied drones and other military equipment to Moscow, a relationship that has increasingly extended to joint operations and regional security coordination.

The new drills are likely to heighten geopolitical tensions in the Gulf region, where the strategic Strait of Hormuz remains a critical shipping lane for global oil supplies. Observers warn that continued U.S. pressure combined with joint Russian-Iranian military activity could create a volatile environment, with potential implications for both global trade and regional security.
