Sir Keir Starmer’s position as Prime Minister is facing renewed speculation after bookmakers moved Greater Manchester Mayor Andy Burnham into pole position to succeed him, amid growing chatter over a potential Labour leadership contest.
Despite Starmer insisting he will “prove the doubters wrong,” betting markets have shifted sharply in recent days, with Burnham overtaking Deputy Prime Minister Angela Rayner as the frontrunner to take control of the party should a leadership challenge materialise.
Bookmakers have shortened Burnham’s odds significantly, with one firm reportedly moving him from 3/1 into 7/4, reflecting what they describe as a surge in market confidence around his prospects.
Punters have also reportedly backed the Manchester mayor in significant numbers, with around 38 per cent of bets placed on him becoming Labour leader once Starmer’s tenure ends.
Burnham, a former Health Secretary and long-time Labour figure, has in recent years built a strong political profile outside Westminster, positioning himself as a vocal advocate for devolution and regional economic reform.
Angela Rayner had previously been seen as the most likely successor in betting markets, maintaining a lead throughout much of 2025, but her position has now been overtaken by Burnham’s rising support.
The speculation comes against a backdrop of mounting internal pressure on Starmer following a difficult electoral period for Labour, with senior figures increasingly drawn into debates over the party’s direction and future leadership.
While no formal leadership contest has been triggered, the movement in betting markets reflects growing uncertainty in Westminster about the long-term stability of the Prime Minister’s position.
Downing Street has repeatedly rejected suggestions of imminent leadership change, insisting Starmer remains focused on governing and implementing his programme.
However, the shifting odds and increased betting activity underline the extent to which speculation about succession has begun to dominate political conversation within Labour circles.

Oddschecker spokesman Chris Rogers stated, “Andy Burnham’s next Labour leader odds were as big as 11/1 this time a month ago but strong backing from punters has seen his odds tumble with the Greater Manchester Mayor the new 7/4 favourite to replace Keir Starmer.
Angela Rayner has seen her odds drift from 11/4 out to 7/2 giving her a 22% implied probability of securing the role.
“Bettors have rallied behind Andy Burnham today with 38% expecting the former Secretary of State for Health to fend off stiff competition and become the next leader of the Labour party.”
