North Carolina Governor Roy Cooper told a news conference that the “historic” hurricane would unleash rains and floods that would inundate almost the entire state in several feet of water.
Cooper added: “Don’t relax, don’t get complacent. Stay on guard. This is a powerful storm that can kill. Today the threat becomes a reality.”
The storm has left tens of thousands of homes without power, while sea water is sloshing through coastal streets.
